Rourke doesn't think there's enough justice in the world--and especially in Philly.

When a girl at his local smoke shop is filmed being humiliated by YouTubers, he takes matters into his own hands.

He believes the situation is over until he receives an anonymous note saying, "We were impressed with what you did."

Soon, he learns he is not the only one getting these notes or the only one acting out his own justice in the city of brotherly love, and he finds himself drawn into a deadly world of vengeance and violence.
